Green light in Brežice for the energy renovation of municipal buildings

On Friday, 15 May 2020, Petrol entered a public-private partnership with the Partner Consortium of Petrol and Plistor for the energy renovation of buildings owned by the Brežice municipality, which is one of the largest projects involving public-private partnerships in energy contracting in Slovenian municipalities to-date. 15 buildings will be renovated, which will not only help the Brežice municipality save €308,267 annually, but also to reduce greenhouse gas emissions by 485 tonnes of CO2 a year, corresponding to the quantity absorbed by 25,000 trees or nearly 60 hectares of forest every year.


The Brežice municipality has committed to sustainability in its environment and consequently entered into a public-private partnership in May 2020 for 15 municipal buildings, ranging from kindergartens, primary schools, a music school, sport halls, a youth centre and a health centre to the stadium and other public facilities. The total guaranteed annual savings of heating and electric power is 1,200,286 kWh, equalling €308,267 yearly. The contractual period of the energy renovation project for public buildings of the Brežice municipality is 15 years.

In the project of the energy renovation of the Brežice municipality public buildings, we will perform a complete or partial energy renovation of 15 buildings in total.”

In the first lot, including a complete energy renovation of 10 buildings, the thermal insulation of façades will be completed, joinery will be replaced, as well as ceiling insulation in unheated attics, thermostatic valves will be installed, gas boilers and ELKO (extra light heating oil) boilers will be renovated, heating sources will be renovated by installing heat pumps, interior lighting systems will be renovated, and energy management systems will be installed.

In the second lot, including the renovation of 5 buildings, predominately technological systems will be renovated: heating systems, ventilation, cooling systems for ice production, and efficient lighting systems.
The total investment value of the project amounts to €4,939,282. A major part of the investment (92%) covers the complete energy renovation of the buildings, while their technological renovation covers 8% of the entire investment. The Consortium of private partners will invest €2,474,580 (50.1%), the expected European cohesion funds are €1,816,248 (36.8%), and the Municipality share amounts to €648,454 (13.1%).

The project is prepared and implemented in line with the provisions of the Energy renovation of public buildings programme of the Ministry for Infrastructure, and includes cohesion funds from the financial perspective 2014-2020.
