Public and commercial sector energy solutions with guaranteed savings

By supplying energy products and managing energy and the water circle we are helping cities take care of their residents, city institutions and other public institutions, public undertakings and other stakeholders. Cities are the largest energy consumers and are therefore key for carrying out energy efficiency projects, economic use of renewable energy sources and environmental projects. They are a key factor for transitioning to the sustainable functioning of a modern society.

”Petrol’s experts are here to provide knowledge, experience and achievements. Our solutions include energy and water production, distribution and supply. We ensure efficient use with economic planning of energy systems, public lighting systems, drinking water supplies and building construction, and renovation and real-time optimisation of their operation. With our actions, we are making possible the sustainable development of our customers and having an important effect on changing social values. Innovative business models and solutions make us an important part of the circular economy,” stated Jože Torkar, director of energy and environmental solutions in the public and commercial sectors.

Over eighteen years of experience in energy contracting from ideas to solutions

More than eighteen years of experience with energy contracting make us a regional pioneer. It is represented by business models whose common aim is to help contractors achieve set goals, which are lowering energy supply costs, energy supply of a specific quantity or quality, and/or increasing indoor comfort levels. It is essential that Petrol vouches for agreed-upon effects with various guarantees, including financial instruments, withheld payments or most often paying for services with savings accrued during the duration of the contract. In the last case, the payment is directly dependent on whether savings are achieved. Energy contracting is suitable for all user types: the public sector, the manufacturing industry, public undertaking contractors and residential building owners. These models can be applied anywhere where measure implementation creates economically justified savings, meaning on buildings on which energy related renovations were carried out, infrastructure systems (public lighting, water supply systems, district heating and cooling systems etc.) and in technological processes (e.g. compressed air and steam supply, manufacturing etc.).

We concluded the first energy contracting project in Slovenia, carried out in the City Municipality of Kranj, with extraordinary results: we saved three years’ worth of reference year heat consumption in fifteen years on nine contractual buildings and lowered primary fossil fuel use by 56% in ten years while maintaining uninterrupted installation operation.

Comprehensive building restoration projects

Positive experience derived from this and other projects concluded (e.g. at the University of Maribor, at ZPO Celje and in the Municipality of Brda), legislation development and cohesion funding available for such projects caused significant growth in this area. Today, mostly comprehensive building restoration projects are being carried out. They include not only energy system renovations, but also roof, facade and builders' joinery renovation.

“At the moment, we are managing energy in more than three hundred buildings with an area of over 870,000 m², which is equivalent to approximately 250 office buildings of Petrol d.d. on Dunajska Cesta. We are ensuring that building users are correctly using new installations or systems while maintaining the same or higher comfort levels (e.g. implementing suitable heating schedules, adopting lighting intensity to usage patterns, correctly setting indoor temperature and air quality etc.) and correctly maintaining new systems and installations. That is why we ensure these systems and installations are correctly controlled and maintained. In energy contracting cases, these tasks are the service supplier’s responsibility for the duration of the contract (up to fifteen years). The supplier must also guarantee that savings are indeed achieved. Our aim is to provide customers with agreed-upon indoor comfort levels during set timeframes with optimal costs and environmental burden,” said Robert Ostrelič, product head for energy and environmental management systems in the public and commercial sectors.

Energy efficient public area illumination

In the area of public lighting systems, we have renovated public lighting systems in fifteen municipalities in the region based on principles of ensuring electricity savings. We are offering and carrying out economic renovation and efficient lighting system management to lower energy consumption, light pollution and other environmental burdens. We are helping cities and regions illuminate public areas in an energy efficient way and digitise lighting infrastructures. We are illuminating public areas to ensure traffic safety and general safety for public area users with high energy efficiency levels and decreased light pollution. “By implementing modern information and communication technologies, we are making possible the development and use of new services for public infrastructure and other services such as new services for regulating city parking and traffic flows, new services for general public supervision and security, and establishing connections and transferring data to other parts of the public service infrastructure,” explained Marijan Kremžar, product head for effective lighting systems.
